WalletHub looked at criteria like requiring face masks in public, travel restrictions, school and business closures, shelter in place and bans on social gatherings, and ranked each state and Washington, D.C.

According to WalletHub, the state with the strictest restrictions during the COVID-19 pandemic is Hawaii, followed by Rhode Island and Washington, D.C.

The state with the most relaxed restrictions is South Dakota, followed by Utah, North Dakota and Missouri, which currently has no cap on large gatherings.

Colorado actually is fairly moderate, at 33 out of the 51. Wyoming leans more relaxed, at 18. WalletHub also found that Colorado has a high death rate with high restrictions, while states like Utah and South Dakota actually had low death rates, given their few restrictions.
