Could a New Bill Require Colorado Pet Stores to Only Sell Rescue Animals?

A state recently passed a bill requiring pet stores licensed after a certain date will only be able to sell dogs and cats from shelters and rescue organizations. Will Colorado follow suit?

According to Simplemost.com, the state of New Jersey passed this law, which essentially keeps pet stores licensed after January 12, 2016, from selling dogs obtained from puppy mills. Senator Raymond Lesniak says puppy mills' notorious mistreatment of animals is a driving force behind this bill.

"Their mass breeding has created inbred health and behavioral problems," he said. "...And the inhumane conditions have left too many of these pets to suffer from neglect and mistreatment."

The bill is headed to the Assembly to be debated, but will hopefully in the meantime work to lower the number of animals euthanized in the state.

So could a bill like this require the same thing of pet stores here in Colorado? Sure it could. However, a bill like this has yet to be passed (or even introduced), which hasn't happened to my knowledge (correct me if I'm wrong).
